Rules and Regulations

  1.  The books and records owned by the District may be viewed in the District Office, after approval of the Commissioners, upon receipt of a written request, stating reason.
  2. The District cannot be held responsible for any water loss due to leaks on the Owner’s or Renter’s side of the meter.
  3. The District cannot be held responsible for damaged appliances in case of water failure.
  4. The District cannot be responsible for the Owner/Renter not receiving a Statement. Statements are checked and double checked in the District Office and Post Office. Statements are mailed on or before the first of each month.
  5. Payments may be made
    • a) at the District Office during regular business hours of 7:30 AM and 4 PM, Monday thru Friday. A Night Deposit is available at the Drive-Thru Window for your convenience after business hours.

  6. Electronic Payments thru Debit/Credit Cards may be made on-line at pvudwater.com, by calling toll-free 1-844-350-3213, or in the office. There is a processing fee charged by Pay N Seconds. For online payments, you will be prompted to create an account online with your customer # and PIN # which can be found on your bill or given by the PVUD office staff.
  7. A Non-refundable Connection Fee will be required of each subscriber in an amount set out in the schedule of Rates and Charges, but the property must have been granted the privilege of connection to the District’s system by payment of a Tapping Fee.
  8. When a customer is delinquent for three (3) successive months, he/she may be required to make a deposit with the District.
  9. Water service can only be provided by the District Personnel, who will, at the request of the consumer, set the meter and turn on the water, after the Connect Fee, Installation Cost, Tapping Fee, etc. are paid and a proper contract is signed in the District Office. The District will decide the location of the meter.
  10. The State of Tennessee Criminal Code deems it a misdemeanor, and legal action will be taken against anyone found tampering with any meter assembly, fire hydrant or any other fixture of the District. This applies to obtaining water illegally.
  11. The State Health Department states that water service will be denied any person who Cross-Connects the District line with a well, spring, cistern or any other water supply.
  12. The District will hold the signer of a straight contract responsible for payment of all bills charged to his/her account until a Transfer or Renter Contract is executed, or until the signer shall deliver to the District’s Office written notice that the property has been sold, with the date of sale and the name of the purchaser.
  13. If a transfer of any property or service has been made and if there are any outstanding bills against the water service, the bills must be paid by the Owner/Renter before service is granted, if they move to a new location in the District.
  14. The regular monthly meeting of the Board of Commissioners will be held at the District Office at 3:00 PM, the first Tuesday of each month unless otherwise announced.
  15. A 10% penalty on water billed will be applied to all bills remaining unpaid after the 10th of the month. Water service will be discontinued to all customers who have not PAID IN FULL by the 20th of the month.
  16. Services not paid by the 20th, will require a delinquent charge of $40 from 7:30 AM to 3:30 PM, Monday thru Friday (Except Holidays). From 3:30 PM to 4:00 PM requests to have service restored that day will require a $75 after hours delinquent charge due to field crew not being able to complete process during regular hours. In order to have service restored the service charge plus any and all bills must be PAID IN FULL.
  17. A $25.00 service charge will be made to all customers who request their meters be checked, unless such is due to fault of the District.
  18. In view of the differing water pressures maintained normally or occasional in the District’s lines in particular areas, it shall be the obligation of each property owner obtaining water from the District’s lines to utilize a pressure regulating valve on his property, and on the lines connecting with the District’s mains, and any loss sustained by such customer, third person, or the District as a result of the Customers failure to comply with this standard, shall be the responsibility of the customer.
  19. NO residential water service may serve more than one (1) residence. If a second residence on a particular tract of property desires water service, a new service must be applied for, at the District Office.
  20. Any person or entity responsible for the unauthorized use of the District’s water shall pay a penalty charge in the amount of $250.00 for the first incident of unauthorized use of water. For all subsequent incidents of unauthorized use of water by the same person or entity, such person or entity shall pay a penalty charge in the amount of $500.00 for each incident. All other water services of the offending person or entity shall be suspended until such time as all fees, penalties and charges are paid in full.
  21. Any subscriber who wishes to sign up for service, either a new tap service or connect to an existing service must provide proof of ownership of the residence (i.e. legal document indicating ownership) or a rental/lease agreement at the residence as a requirement to complete a contract. Builders and/or contractors must show an agreement with the owner of the property of the residence to sign up for service.
